Center for intelligent systems

In cooperation with IBM and Colvir Software Solutions (Great Britain), the Blockchain & Big Data Lab center for Intelligent systems was created. Based on business process reengineering, the center addresses issues of integration, prototyping and understanding the use of new it technologies by subsurface users and service companies, industrial enterprises of all industries, logistics and railway operators.

Tasks of the center:

Development of pilot projects based on Blockchain, Big Data and Artificial Intelligence technologies. The center's tasks are to identify advanced technologies, assess the potential effects of their application for solving strategic and tactical tasks facing Clients in the following areas:

— development of PoC (Proof of concept) and PoW (Proof of work) projects;
— transfer of technologies for the use and development of solutions based on new Blockchain technologies, big data for the tasks of industry and subsoil use;
— IT consulting (solution architecture development).

Open platform for automating the fulfillment of obligations of subsurface users to Finance R&D

A platform for supply tracking and supply chain management for the mining and metallurgical complex

Accounting of jewelry on the territory of Kazakhstan using Blockchain technology

Tracking the origin and authenticity of used spare parts/consumables for subsurface users and transport companies

Administration of VAT using Blockchain technology

For the first time in the world, the Center for Intelligent Systems has developed an information system for VAT administration using Blockchain technology by order of the Ministry of Finance of the Republic of Kazakhstan.

In January 2019, the system was launched in trial operation mode. The system is integrated with 8 STBs, taxpayers have opened more than 60 VAT control accounts. Corresponding changes have been made to the normative legal acts.

There is a working group with the participation of the National Bank of the Republic of Kazakhstan and second-tier banks (Halyk Bank of Kazakhstan JSC, Eurasian Bank JSC, Tsesnabank JSC, Forte bank JSC).

The information system "VAT-Blockchain" is launched on productive servers in JSC "NIT", the pilot participants go through the process of connecting to the productive environment.

Following the results of the first tax quarter of 2019, the first VAT refunds without inspections were made in a pilot mode.

Effects of the implementation of  "VAT-Blockchain":

  • аn increase in budget revenues by 1.4 trillion. tenge from VAT until 2025;
  • platform for digitalization of other taxes;
  • basis for launching universal declaration;
  • reduction of VAT refund terms from 55/155 to 15 working days;
  • interbank transfers for VAT accounts on the Blockchain.
